Scope of Work

SIOTS provided comprehensive Initial Outfitting and Transition (IO&T) services for the United States Air Force’s new Consolidated Storage and Distribution Center (CSDC) Warehouse at Joint Base Charleston. The 95,000-square-foot, climate-controlled facility was built to store pre-loaded pallets of medical supplies and logistics equipment, enabling immediate global deployment by the Air Force.

Our team’s services spanned the full IO&T lifecycle, beginning with project management and continuing through transition and move planning, space planning, and inventory assessment with reuse evaluation of existing commodities. We conducted user interviews, developed detailed medical equipment plans, and provided complete interior design solutions. DRMO planning and coordination were also part of our scope, along with management of all transition activities and public relations planning and support.

Commodity services covered procurement, delivery, warehousing, installation, excessing, BMET, and certification for all commodities identified in the IO&T process. These included furniture and furnishings, forklifts, pallet racking, medical equipment, low-voltage systems, and extended installation services such as adding electrical and data connections to the vault and applying line painting to the warehouse floor.

Strategically located near the flight line, the new warehouse significantly reduces emergency response times. Its high-bay pallet rack system provides rapid access to medical and logistics supplies, while expanded capacity supports growing personnel and mission requirements. Dedicated Biomedical Equipment Testing (BMET) areas and administrative offices further enhance operational efficiency. Designed for future expansion, the facility ensures seamless access to multiple loading points, strengthening the Air Force’s ability to maintain and distribute critical resources worldwide.
