Scope of Work
SIOTS successfully delivered multi-phased Initial Outfitting & Transition Planning (IO&T) services in support of a $94 million Design-Build Initial Outfitting (DBIO) project that replaced a 60-year-old hospital with a modern, two-story outpatient medical-dental clinic. The team guided an extended design phase to ensure product availability and technology integration aligned with the Defense Health Agency’s modernization standards.
Working closely with end users, SIOTS facilitated user meetings to refine the facility’s floor plan, evaluate medical equipment placement, and select best-value furniture, fixtures, and equipment (FF&E). The project scope included specifying and procuring FF&E, developing comprehensive interior design and artwork packages, and managing all phases of installation.
Through a carefully phased approach, SIOTS successfully relocated 22 departments—including a large pharmacy, laboratory, MRI suite, and dual radiology suite—into the new centralized facility while maintaining ongoing operations. The result was a state-of-the-art medical-dental clinic that modernized healthcare delivery, enhanced patient experience, supported staff efficiency, and reinforced pride within the Sheppard AFB community.
